Libertarians (in the sense it’s used here) tend to support freedom through fairness and consistency of the law, whereas for authoritarians the law is whatever the person in charge feels like.

This section excludes artifacts:
Spells and other magical effects, except those created by an artifact or a deity, are suppressed in the sphere and can’t protrude into it.
But this one doesn’t:
Magic Items: The properties and powers of magic items are suppressed in the sphere.

They renamed the Tiamat statblock to Aspect of Tiamat for precisely this reason.
