What’s your use-case?
XML is pretty straightforward and handcoding a feed isn’t hard. I use PHP to generate the feeds for my site automatically, and I’d be happy to share the code I use for that.
Where would you be hosting the feed? Or do you need a solution that hosts it for you?
I need a solution that turns posts on a site with no rss into a feed to be read locally by my rss reader as full articles. Ideally it would be used for webcomics posted on bluesky and mastodon, and for news sites.
The RSS reader app I use (Handy News Reader) seems to support parsing websites into a feed. Last time I tried, it works well for simple websites, but it can be a pain for websites with fancy css unless you are good at html/css and willing to set up filters. Unfortunately, it seems to only be available for Android.
Ah, so you want something that works automatically on sites where you only have client access. That’s a little outside my bailiwick but if you haven’t found a solution by mid-January, send me a line and I should have time to whip something up and host it myself for you.

No idea about bluesky. Lots of news outlets have their own, but it can be hard to find: sfgate.com/rss for example.
